Welcome from Cllr Chris Dey

Hi there! I’m happy to tell you about Enfield’s new plan to help young people who are leaving care.

What’s New?

We know growing up can be hard, so we want to give you all the support you need.

In November 2023, Enfield Council decided to provide you with protected characteristics as a Care Leaver. This means we recognize the challenges you face and want to give you the best opportunities and support.

We’ve updated our Local Offer in line with new government guidance (2026) so it’s easier to understand and gives you up-to-date information about the support and opportunities available to you.

How We Can Help

Enfield Council is here to support you. We want to help you get ready to live on your own. We’ll work with you to make a plan for your future. This plan will help you decide what you want to do and how we can help you reach your goals.

About This Guide

This Local Offer has been co-produced with care-experienced young people and will continue to be reviewed with young people and will continue to be reviewed with young people through the Care Leavers Forum. It tells you about your rights and the help you can get until you turn 25. Some help is just for Care Leavers, and some is available for everyone. It includes both the support we must provide by law and the additional support Enfield chooses to provide as your Corporate Parent.

Enfield’s Care Leaver Guarantee

As your Corporate Parent, we will:

  • Listen to your wishes, feelings and ambitions.
  • Support you to build and maintain important lifelong relationships.
  • Help you access education, training and employment.
  • Help you find and keep safe and suitable accommodation.
  • Help you prevent homelessness.
  • Support your physical, emotional and mental health.
  • Help you manage your finances and become independent.
  • Support you participate in your community and have your voice heard.
  • Continue offering advice and support until your 25th birthday.
  • Help you access support again if your circumstances change.

Need Help?

If you have any questions, your Social Worker or Personal Advisor is here to help. If English is hard for you, or if you have trouble understanding this guide, let us know, we can give you this information in a way that works for you.

Best wishes to you all!
